I have been poking around on the Israel versus Iraq in the UN resolutions stakes.
Firstly some interesting reading on U.S. Vetoes of UN Resolutions Critical of Israel. The US has vetoed 39 of the 108 resolutions that have been motioned against Israel. It has voted against the rest. I’m not sure how many have been ignored. Quite a few… Then there are the admonishments, like them bombing Iraqi nuclear installations in 1981.
According to the Campaign Against Sanctions on Iraq 56 resolutions have been made concerning Iraq since 1990. 13 were made about the Iraq-Iran war (74-89). Until now no security council member has used their veto. Some, like China, have abstained.
Now these are all misleading numbers because they are merely motions. Some continue activity (or its lack), some are admonishments or comment after the fact, some are even resolutions withdrawing previous resolutions. Also the resolutions vary in their importance or weight, and the various charter chapters they invoke (chapters 6 and 7 being the ones particularly concerned with international conflict).
I’ve not take my research further into which is which, so I don’t have any better numbers. Its difficult to compare apples with oranges in cases like this. This good article from the economist outlines some of the issues involved.
Israel is still I believe a flagrant violator of the UN, with the US as its guardian being in my opinion just as guilty by supporting and legitimising their actions.
